PURPOSE AND SCOPE

Under the direction of the Chief Building Official, or the Deputy Chief Building Official the Sr. Building Inspector is responsible for examining plans and specifications submitted for compliance with statutory provisions, standards and procedures set out in the Building Code Act, the Ontario Building Code and municipal by-laws. 

The Sr. Building Inspector issues permits and inspects work pursuant to permits for conformity with all applicable statutes and procedures.  In performing these duties, the position provides technical knowledge and advice regarding statutory provisions, regulations and by-laws affecting such matters. 

The position also assumes certain responsibilities with respect to enforcing by-laws and other statutes related to buildings and properties.

EDUCATION/SPECIALIZED TRAINING/SKILLS

Essential (minimum) Qualifications:

  • Two (2) year college diploma in engineering or architectural technology, or equivalent training and experience.
  • Qualified by the Ministry of Municipal Affairs and Housing in the following categories as identified in the Ontario Building Code: House, HVAC House, Plumbing House, Small Buildings, Large Buildings, Complex Buildings, Plumbing All Buildings, Building Services, Building Structural, and On-site Sewage systems, including completion of the General Legal Process Examination.
  • CBCO certification through the Ontario Building Officials Association (consideration for those capable of being certified within reasonable time)
  • Valid G driver’s license and access to vehicle required.

Asset (preferred) Qualifications:

  • Demonstrated ability to comprehend the workings of various municipal by-laws (i.e. zoning, property standards, signs, fence)

WORK EXPERIENCE

Essential (minimum) Qualifications:

  • Five (5) years’ experience in enforcement of the Ontario Building Code and Act through the conducting of plans reviews and on-site inspections of buildings to confirm compliance with the regulations, related applicable law and by-laws.
  • Demonstrated ability to comprehend and interpret complex drawings illustrating buildings and structures.

Asset (preferred) Qualifications:

  • Demonstrated computer literacy skills including data entry, database searches, Outlook, Microsoft products.
  • Ability to work effectively in a stressful environment and handle confrontational situations with tact, diplomacy and professionalism.
  • Excellent verbal and written skills; ability to illustrate concepts in graphic format

PURPOSE AND SCOPE:

Reporting to the Supervisor of Water Distribution, the position involves the operation of a Level III Water Distribution System including rotating on-call responsibilities.

EDUCATION/SPECIALIZED TRAINING/SKILLS:

Essential (minimum) Qualifications:

  • Successful completion of a minimum two (2) year post-secondary program in Civil Engineering or environmental field or other suitable equivalent that would enable operator certification up to the level of the facility (in accordance with O. Reg. 128/04 as amended from time to time).
  • Minimum valid Level I Water Distribution Subsystem MOECC Certification.
  • Valid Class DZ Driver’s license with safe driving record, to be held and maintained.

Asset (preferred) Qualifications:

  • Higher Level Water Distribution Subsystem MOECC Certification.
  • Ability to obtain licensing to the level of the Facility (Water Distribution Level 3).
  • Working knowledge of provincial Safe Drinking Water Act and associated Regulations.
  • Working knowledge of infrastructure and construction practices.
  • Working knowledge of Occupational Health and Safety Act with emphasis on trenching, shoring, and confined space entry.
  • Current First Aid, CPR and WHMIS training.
  • Basic computer skills including email, MS Word, Excel, Outlook.
  • Excavating experience.
  • Ability to complete tasks involving heavy pushing, pulling, and lifting on a regular basis; work in an uncontrolled environment/conditions; work in a construction environment (i.e. traffic, uneven ground) recognize hazards and be able to assist in mitigating and controlling hazards.

WORK EXPERIENCE:

Essential (minimum) Qualifications:

  • Minimum 1 year operational experience, performing a variety of operational duties, in a Large Municipal Residential Water Distribution System (as defined in O. Reg. 170 under the SDWA).

Asset (preferred) Qualifications:

  • General sampling experience for colour, turbidity, chlorine, and bacteriological.
  • Hand and power tool use.
