A Public Information Centre will we be hosted by City Staff on Tuesday, June 13th at City Hall to receive feedback from developers and residents on the Development Guidelines and Development Manual currently in draft. The event runs from 2:00-4:00pm and 4:30-6:30pm in the Sir Mackenzie Bowell Room.
With the approval of the new Official Plan and the preparation of a more modern and flexible draft comprehensive zoning by-law, the City has been preparing additional resources such as Development Guidelines and a Development Manual, enabled under Section 8.13 of the Official Plan.

The Development Guidelines set out City expectations around design for landowners, developers, and consultants to use when preparing projects within the City of Belleville. They have been developed to promote high quality urban design, through the City’s review of development proposals, and provide comprehensive recommendations that guide streetscape design in the public realm along with neighbourhood character and built form for private development. The Guidelines would apply to all development being proposed by an application for plan of subdivision approval or an application for site plan approval. For public streets, the Guidelines would also apply when the City is designing new roads or evaluating any major road expansion through an Environmental Assessment.

The Development Manual |

The Development Manual provides clear direction to development consultants and engineers about minimum design requirements for subdivisions and site plans, sets clear expectations at the design stage, and smooths the City review process for more efficient approvals. The manual is based on considerable technical background and design approaches with input from various City departments. The manual is considered a living document and will evolve over time to remain current and relevant. The Development Manual is organized into the following topic areas:
