Property Taxes |
Property taxes (comprised of residential, commercial, industrial and other tax classes) are our main source of revenue. They allow us to provide the important municipal programs and services you value and expect. The City of Belleville calculates your yearly taxes based on tax rates, as approved by Council multiplied by the assessed value of your property. |
Tax Rates |
Tax rates consist of two parts – an education component, and a municipal component. The Provincial Government sets the education component, and the municipal component is set by City Council. |

Tax Due Dates |
The Interim tax due dates for 2020 are February 26 and June 26, Final tax due dates are August 27 and October 28. Penalty/interest of 1.25% will be added on the first day of each month thereafter until paid. |
Tax Notices |
Interim Tax Notice: The City issues an interim tax billing in February of each year to provide the Municipality with the sufficient revenue to cover operating expenditures in advance of the approval of the annual budget. Final Tax Notice: Your Final tax bill is issued after the City of Belleville passes the annual operating budget and the Province provides final education tax rates for the year. The amount of your interim tax bill is deducted from your Final bill. Supplemental Tax Notice: The City Supplement/Omitted assessment information from the Property Assessment Change Notices is used to issue tax bills. It is important to note that if you own a new property, the first regular bill you receive from the City may only be for the portion relating to land assessment value. Assessments for any improvements or structures are determined by MPAC after the improvements or structures are completed. |

Payment Options |
Pre-Authorized Payment Plans: Allow you to make 12 monthly payments or four instalment payments per year. Payments are withdrawn from your bank account and credited to your property tax account. Financial Institutions: Payments can be made at most financial institution's or through your bank's telephone or online banking services. (Please check for availability with your financial institution). Mastercard & Visa: Online at www.belleville.ca Online Payments or by phone at 1-888-460-3832. Please Note: A convenience charge is applicable. Drop Box: City Hall drop box at 169 Front Street, located on North West side of the building. By Mail: Send your cheque to City of Belleville, 169 Front Street, Belleville, Ontario, K8N 2Y8. Postdated cheques will be processed without exception. In Person: City Hall, 169 Front Street, Belleville, Ontario, Appointment recommended.

Reductions and Rebates |
If you feel that the assessment of your property is incorrect, appeals can be made to the Municipal Property Assessment Corporation (MPAC). Appeal forms can be viewed and downloaded from the MPAC website.
Applications for current year (Section 357 of the Municipal Act) must be received by the last day of February of the following year. For example, if you are submitting an application under Section 357 for the year 2020, you must apply by the last day of February 2021. Applications for the previous two years (Section 358 of the Municipal Act) must be for a full year from January 1 to December 31. For example, you can submit an application under Section 358 for 2019, 2020 by the last day of February 2021. Please Note: The City of Belleville has delegated its powers for tax relief due to sickness or extreme poverty under Section 357 (1) (d.1) of the Municipal Act, to the Assessment Review Board (ARB). The ARB is an independent adjudicative tribunal that hears appeals from property owners who believe that their properties are incorrectly assessed or classified. For more information please visit the ARB website. We will forward a copy of your application to the ARB. Please note, the ARB will require copies of supporting documentation from you for income and expenses claimed on this application form. If you are making this application for medical reasons, the ARB will require copies of any supporting medical documentation that would relate to this application.
