City of Belleville Approves New Development Charge By-law
Belleville City Council approved a new Development Charges By-law at its regular meeting on Sept. 14, 2026.
The new by-law establishes updated development charge rates for residential development across the city. For single-detached homes in Belleville’s urban area, the rate has decreased by $4,375 — a 14 per cent reduction from the rate under the previous by-law.
The by-law maintains the existing non-residential development charge rates while City staff complete a detailed review of feedback received from non-residential stakeholders during the public consultation process. Staff will report back to Council in early 2027 with recommendations related to non-residential rates.
The complete development charge rate schedule is available on the City’s Development Charges webpage. A copy of the new by-law is also available for public viewing at City Hall, located at 169 Front St., during regular business hours.
