The City of Belleville has a number of boards and committees which are made up of members of council and appointed residents who contribute their time and expertise to municipal decision-making.

Speaking Before a Committee or Council

Members of the public may appear before a committee or council as a deputation to share information or express their views.

Statutory, Advisory and Special Purpose Committees

Statutory, Advisory and Special Purpose Committees are established by council to support effective governance and informed decision-making. These committees provide advice and recommendations on specific areas of responsibility and help ensure community perspectives and subject-matter expertise are considered.

The Committee of Adjustment is a quasi-judicial decision-making body that considers applications for Consent (to sever land), applications for minor variances from the Zoning By-law, and any other variances specified under the Planning Act R.S.O 1990.

The Belleville Accessibility Advisory Committee represents people with disabilities in our community and supports us with our responsibilities under the Accessibility for Ontarians with Disabilities Act.

The Planning Advisory Committee provides advice and makes recommendations to council regarding land use, development and community planning.

The City Council Planning Committee, comprised of council members, provides a dedicated forum for the statutory public meetings required under the Planning Act for certain planning matters. It considers proposals that can affect land use and development in the community, including Official Plan and Zoning By-law amendments, draft plans of subdivision, and related planning policies and procedures.

The Heritage Committee advises council on local heritage matters and assist them in carrying out heritage conservation programs.

The Finance Committee assists, advises and makes recommendations to council regarding the fulfillment of council's oversight responsibilities relative to City financial reporting, external audit requirements, asset management, internal controls, and compliance with financial regulations and policies.

The Museum Services Advisory Committee provides recommendations to council with respect to policies, issues and opportunities related to the City’s Museum, Glanmore National Historic Site and exhibits, programs, events and artifact collections related to the facility.

The mandate of the Transit Advisory Committee is to review the transportation (transit) services in the City in terms of efficiency, effectiveness and accessibility for all citizens, and to provide recommendations to council and staff on proposed or preferred modifications to transit services.

The Green Task Force brings forward recommendations and ideas for council to consider that improve Belleville's environmental performance.

The mandate of the Grant Committee is to recommend an annual budget allocation for grant requests, provide fair and equitable assessment of all grant requests and provide the maximum level of community benefit given the approved community grant budget.

The Transportation Committee’s mandate is to review transportation related issues as may be identified for review by a City department or council, act in an advisory capacity to council on issues specific to transportation and provide recommendations to council regarding any suggested improvements, and to review, advise and assist in implementing transportation policies, programs and facilities that help to increase active transportation.

The Economic Development Committee provides strategic recommendations to council regarding the resources required to support investment attraction, business growth and retention, tourism and economic development issues management, and provides the Economic Development division staff with information and input on issues and projects of particular importance to the local economy.

The mandate of the Equity, Diversity and Inclusion Committee is to provide recommendations regarding policies, procedures and best practices for creating an equitable, diverse and inclusive environment, collaborate with community and partners to identify and develop opportunities for education, support and engagement, develop an action plan designed to engage and promote community involvement, cultivate activities and initiatives that will help eliminate discrimination and/or amplify voices.

The Understanding Homelessness Task Force is established by the Mayor of Belleville to review issues relating to addiction, mental health and homelessness crisis in the City of Belleville, hear from services providers, agencies, community organizations, businesses and residents, develop an action/communications plan that can be implemented and make an impact on the crisis while the City of Belleville awaits further support from federal and provincial partners, and provide a formal report to the provincial and federal governments with its findings and recommendations.
