Development charges are fees levied on new development to fund the cost of increased municipal services and infrastructure required because of growth. They help pay for sidewalks, sewers, roads, water mains and other infrastructure needed to support new development. These charges are based on a Background Study prepared under the Development Charges Act.

There are two types of development charges in Belleville:

  • City‑wide charge: applies to all lands within the city.
  • Stanley Park area charge: applies only to specified lands in the Stanley Park area.

Fee Schedules

The following 2026 rates are set under By‑law 2021‑201 and went into effect Jan. 1, 2026.

Deferral Programs

Belleville offers development charge deferral programs for qualifying projects.

Payment may be deferred for up to six instalments beginning from issuance of an occupancy permit or occupation of the building, whichever is earlier.

Current By‑laws and Background Studies

Development charges are imposed under the following by‑laws:

  • By‑law 2021‑201 — City‑wide Development Charge By‑law
  • By‑law 2020‑16 — Stanley Park Area Development Charge By‑law
  • By‑law 2025‑123 — Amends the City‑wide By‑law (removed the industrial exemption so industrial development now pays development charges)

Statement of the Treasurer

Under the Development Charges Act, the treasurer must report annually to council on each reserve fund established under the act. These statements show:

  • Opening and closing fund balances
  • Distribution of development charge proceeds
  • Any financing transfers
  • Interest earned
