Employment Lands CIP Programs

The Tax Increment Equivalent Rebate (TIER) Program encourages new industrial development and redevelopment by providing a rebate based on the increase in municipal property taxes resulting from an eligible project.

Eligible applicants may receive an annual rebate equivalent to the municipal portion of the incremental property taxes for up to five years, subject to program requirements and available funding.

The Development Charge Rebate Program helps reduce upfront development costs for eligible industrial projects.

Eligible applicants may receive a partial rebate of municipal development charges after project completion, in accordance with the program guidelines and funding limits.

The Development Charge Deferral Interest Rebate Program helps offset financing costs associated with deferred municipal development charges.

Eligible applicants may receive reimbursement for all or a portion of the interest charged on deferred municipal development charges for approved projects.

The Planning Fees and Building Permit Rebate Program helps reduce municipal application costs associated with eligible development and redevelopment projects.

Eligible applicants may receive reimbursement for eligible planning application fees and building permit fees after meeting the requirements of the program.

The Employment Lands Landscape Improvement Rebate Program encourages site improvements that enhance the appearance and functionality of industrial properties.

Eligible applicants may receive a rebate for up to 50 per cent of eligible landscaping and site improvement costs, subject to program requirements and funding availability.

Before beginning your project, contact the City's Economic Development Division to discuss your proposal and determine whether your project may be eligible for one or more Employment Lands CIP programs.

Complete and submit the appropriate application form, along with all required supporting documentation, before construction begins or as otherwise required by the applicable program.

Applications are reviewed for completeness and eligibility.

City staff will evaluate the application based on the program requirements and available funding. Eligible applications may be approved by the City in accordance with the Community Improvement Plan and applicable municipal policies.

Applicants should not assume funding has been approved until they have received written confirmation from the City.

Once the project has been completed, applicants must provide the documentation required by the applicable program, including proof of eligible costs and any other information requested by the City.

Approved incentives will be provided after all program requirements have been satisfied.
