Road Permits

Road permits are required for most construction or work that affects City roads, sidewalks or the right of way in Belleville. A permit helps protect public safety, traffic flow and infrastructure.

Before starting any work, you must review the City’s permit guidelines and submit a complete application for the required permits.

Municipal Consent to Install or Move Utilities

Municipal Consent (MC) approval gives utility providers permission to install or move utility infrastructure within the City's right-of-way. Municipal Consent grants approval for the location of the plant within the right-of-way. A Road Occupancy Permit or Road Cut Permit is also required to undertake the work. 

Most proposed new utility installations within the City’s right-of-way require municipal consent with the exception of emergency work or single service connections not requiring alteration of adjacent infrastructure.  

Municipal consent will only be granted to:

  • Utility companies
  • Commissions
  • Agencies
  • Municipalities
  • Private applications (who have a Municipal Access Agreement with the City of Belleville)

 Complete the Municipal Consent Application

  1. Contact Engineering for the application and requirements by emailing eds.utilityconsent@belleville.ca.
  2. Municipal consent applications must be submitted a minimum of 30 business days before the planned commencement of work. The City reserves the right to require this time for review/approval of the MC.  Larger or non-standard submissions may require additional time.  Applications are processed in order of submission and can only be advanced in the queue ahead of applications from the same utility.
  3. The approval of a municipal consent is valid for a period of one year from the date of issuance.  If the work is not completed in its entirety within the one year period, the applicant must reapply for consent to locate the remaining work within the right-of-way.
  4. Application for a municipal consent shall be made in the name of the utility to be installed, not in the name of an agent of said utility.
  5. The application may be forwarded to additional City personnel for review.

After the municipal consent has been issued, the required road cut or road occupancy permit a should be obtained by the person(s) performing the work. 

Working in the Right-of-Way (ROW)

It's important you obtain the necessary permits and/or approvals prior to conducting any work in the right-of-way, in accordance with City By-law 2001-129.  

  1. Review the right-of-way permit guidelines and by-law.
  2. Access the online application form, create/login to your account.
  3. Complete and submit the online application with all required documentation.
  4. The application is reviewed within 2-5 business days and, if approved, a URL is provided to complete payment and obtain the permit.
  5. Visit the payment page to pay and finalize your application. www.belleville.ca/operationspayment
    • The email will contain your Application ID and the amount to be paid
    • Ensure you reference the Application ID with your payment. The permit will not be issued until payment is received.

Incomplete applications will not be processed. Fees are based on the Fees and Charges By-law; an $10 administrative fee is added to each application submission.

A Road Entrance Permit is required to add or reclassify a permanent or temporary road entrance at a specific location. The project that is adding or modifying the road entrance may be subject to a Work in Right-of-Way Permit that is associated with the Road Entrance Permit.

A Road Occupancy Permit relates to any activity that results in traffic disruption, including bins, materials and equipment blocking lanes. Drawings are to be in compliance with the Ontario Traffic Manual (OTM).

Examples of activities that require a Road Occupancy Permit:

  • Construction on a road, boulevard or sidewalk
  • Temporary or partial road closures
  • Window washing or building maintenance while occupy a sidewalk
  • Working from the road or sidewalk to carryout work on private property
  • Utility repairs or installations
  • Placement of moving containers, dumpsters and storage on the road or the boulevard
  • Placement, of building or landscaping materials on the road or the boulevard
  • Sidewalk obstructions that impact pedestrian traffic
  • Road closure without the approval of council

A Road Cut Permit is required for any activity that involves the cutting, excavation, boring, filling, additions, or altering in any way, roadways, curbs, sidewalks, boulevards, ditches, trails, and other areas within the right-of-way. The Road Cut Permit includes road occupancy within the work zone. Drawings are to be in compliance with the Ontario Traffic Manual (OTM).

Unless otherwise directed by City staff, the Road Cut Permit includes Road Occupancy, to temporarily occupy the road, lane, or sidewalk in the vicinity of the work zone.  A separate Road Occupancy permit is not required when obtaining a Road Cut Permit.

When a permit has been issued, City staff will perform regular inspections of the work site to ensure that the permit holder’s traffic plan is set up as described in the approved permit. 

The permit holder is also expected to contact the City prior to any changes to the permit and if at any time unexpected issues or damages arise or if an extension of the permit is required.   

Additional fees may be incurred if further inspection or work is required beyond the initial assessment and completion inspection by staff.

Transporting a Wide Load

An oversize/overweight permit allows the movement of oversize/overweight vehicles, indivisible loads, objects or structures on City of Belleville roadways which exceed the limits set out in the Highway Traffic Act.

A permit is required for vehicles/loads which exceed:

Width:  

  • Vehicle including load - 2.6 metres

Length:

  • Single vehicle including load - 12.5 metres
  • Semi-trailer including load - 14.65 metres 
  • Combination of vehicles and load - 23 metres

Height:

  • Vehicle and load - 4.15 metres

Weight:

  • Maximum weight allowances are determined by the axle configurations and spacings and gross weights set out in the Highway Traffic Act.

 

Driver’s must respect and abide by the City’s Half-Load Restrictions Bylaw at all times.

  4. Complete and submit the online application with all required documentation.
  5. The application is reviewed within 48 hours and, if approved, a URL is provided to complete payment and obtain the permit. View the Steps to obtain your Operations Permit document.
  6. Incomplete applications will not be processed.
  7. If travel is also required on provincial highways, please contact the Ontario Ministry of Transportation (MTO) to receive the necessary permit.

Annual permits are valid for a period of twelve months from the permit start date.

Annual permits can be considered for vehicles with the following maximum dimensions:

  • Length: 12.5 metres
  • Width:   3.7 metres
  • Height:  4.26 metres

Seasonal permits are issued to allow operators to move similar loads, vehicles, over the same route for a period of six months; from November 1 to April 30.

A single trip permit is issued to facilitate an oversize/overweight move for a one way trip along a specified route for a limited time period:

  • Length:  Combination vehicles from 23m to 45.75 metres, Single vehicle 12.5 metres
  • Width:   From 2.61m to 4 metres
  • Height:  4.16 metres or greater
  • Weight: If Highway Traffic Act limits are exceeded, may require additional conditions at General Manager of Transportation and Operations Services' discretion.

Downtown Sidewalk Patio Permit

Downtown businesses may apply for a street patio or parklet to create new community spaces for patrons.  Patios are leased from May 5 to Oct. 31, 2025. 

This project is in partnership with the Downtown District Business Improvement Association (DBIA) to enhance outdoor experiences that support a lively urban environment and solidify the Downtown District as a culinary and entertainment destination.
