Rates and Fees
The Consolidated Fees and Charges By-law is passed by Council annually and establishes the rates and fees to be charged by the City for services provided.
How are fees and charges set?
User fees and charges are an important part of revenue generation for the City, and are adjusted annually to be reflective of reasonable cost recovery and comparability with other municipalities. They are reviewed and adjusted each year to ensure a fair balance between what users pay and what taxes cover.
Operational reviews may also impact rates. For example, the Transit Master Plan which was undertaken in 2023, identified ways to improve transit over a five-year period while ensuring balanced cost recovery through annual fare increases, with a target of recovering 35% of costs through fees and charges (leaving 65% of costs to be subsidized through taxes).
The User Fees Study which was approved in 2024, reviewed the funding approach for parks, recreation and culture programs/services, including how it should balance taxation-funded subsidization with user fees. The target for cost-recovery for recreation programs, for example, was set at the range of 20-40% of costs (leaving 60-80% of costs to be subsidized through taxes).
Target cost recovery for each area is laid out in each department's operating budget each year and is reviewed as part of the budget process.
The City’s water and wastewater systems, however, operate independently from tax-supported services. All operating and capital costs are fully recovered through water and wastewater rates and charges, ensuring these systems are self-sustaining.
