Please Note: Capital projects financing is now included in departmental totals. To keep comparisons consistent, 2025 values were updated so capital projects financing is allocated within departments (not a separate line). 

Calculations reflect the 2026 operating budget, including departmental allocations, operating changes and service-level adjustments.
