Business Licences

If you are planning to operate a business in Belleville, you may require a municipal business licence. Licence types and requirements are set out in the City’s business licensing by‑law, and they may differ from other municipalities.

Do I need a licence?

Some types of businesses must hold a City of Belleville business licence before operating, including:

  • Auctioneers
  • Barber, hair or beauty salon
  • Hawker or peddler
  • Bed and breakfast or lodging house
  • Driving school operator or instructor
  • Refreshment place or victualling house
  • Public garage or public hall
  • Refreshment vehicle (e.g. food truck)
  • Pawnbroker
  • Second‑hand goods dealer
  • Flea market operator
  • Tanning facility
  • Payday lender

How to Apply

Complete the Business Licence Application online or in-person at City Hall. Please allow 5–7 business days for processing once your application has been submitted.

Refreshment Vehicles

If you plan to operate a mobile refreshment vehicle (such as a food truck):

  1. Complete a licence application with accurate business details.
  2. Obtain required approvals — including a fire inspection by the Belleville Fire Department and a health inspection from the Hastings Prince Edward Health Unit.
  3. Pay the licence fee set by the City.
  4. Provide required documentation such as safety certificates and photos of your vehicle.

Once your licence and approvals are complete, you may be added to the City’s approved list of mobile vendors for events. Do not operate until your license has been issued.

Additional documentation such as event consent letters and proof of insurance may be required for special events.

Renewals

Business licences are valid for one year and must be renewed by June 30 each year. You will receive a renewal notice by mail or email.
