Lottery Licences

The Alcohol and Gaming Commission of Ontario authorizes the City of Belleville to issue charitable gaming licences to charitable, not-for-profit organizations that demonstrate an eligible mandate, including:

  • relief of poverty
  • advancement of education
  • advancement of religion
  • other charitable purposes beneficial to the community

Who Can Apply

Only eligible charitable or religious organizations may apply for a lottery licence.

To qualify, your organization must:

  • Have a charitable purpose that benefits the community
  • Have been operating for at least one year
  • Use proceeds for charitable or religious activities
  • Maintain a separate lottery trust account

Lottery licensing is regulated under provincial guidelines and municipal authority.

Organizations must submit an eligibility package to the City and receive approval prior to applying for a charitable gaming licence. 

Please contact businesslicensing@belleville.ca to obtain the eligibility forms. The forms and all required documents will be submitted to the Licensing Officer. Please allow two weeks for processing.

Types of Lottery Licences

You may apply for one or more of the following:

  • Raffle licences (including 50/50 draws)
  • Bingo licences
  • Break-open ticket licences (Nevada tickets)
  • Other eligible lottery events

Each type of licence has specific rules, prize limits and reporting requirements.

How to Apply

Submit the appropriate completed Alcohol and Gaming Commission of Ontario application with all required documents.

Your application must include:

  • Organization details and contact information
  • A description of the lottery event
  • Ticket or event details (including pricing and prizes)

Incomplete applications may delay processing.

Fees

Licence fees are based on the type of lottery event and prize value.

Contact the City for current fee information.

Processing and Approval

  • Applications are reviewed by City staff for eligibility and completeness
  • Additional information may be requested during review
  • Approval timelines vary depending on the type of lottery
  • You must receive approval before conducting any lottery event.

After your Lottery

You are required to:

  • Track all revenues and expenses
  • Use proceeds only for approved charitable purposes
  • Submit a financial report by the required deadline

Failure to comply may affect future applications.
