Road Maintenance

We are responsible for maintaining over 900 lane kilometres of roads and over 225 kilometres of sidewalks within the City of Belleville. We perform regular maintenance through programs such as; street sweeping, boulevard maintenance, road repair, curb and sidewalk repair, and storm and sanitary cleaning and repair.

Road Rehabilitation

We contract services for comprehensive maintenance programs which help extend the life of the roads, prolonging the need for more expensive reconstruction.

Maintenance programs include:

Reclamite is designed to restore/rejuvenate roads that are dry, brittle, starting to break up, exhibiting cracks, loss of aggregate, etc. The process stops further degradation and extends the life and condition of the roads. This is a highly cost-effective preventative maintenance technique used to maintain roadway condition and safety.

Slurry Seal is a thin protective coating made of asphalt emulsion, fine aggregate and additives that is applied to the surface of an existing road. It helps seal small cracks, restore surface texture and extend the life of the roadway.

In 2026, the following roads will be treated with Slurry Seal:

  • Bleeker Avenue, from Bridge Street to Station Street
  • Harder Drive, from Avondale Road to Palmer Road
  • Stanley Park Drive, from Bridge Street to Victoria Avenue
  • O’Neill Drive, from Old Kingston Road to Penny Lane
  • Wexford Court, from O’Neill Drive to end
  • Penny Lane, from O’Neill Drive to end
  • Chatham Street, from Pine Street to Victoria Street

Asphalt resurfacing includes pulverizing the existing road surface and placing a new layer of hot-mix asphalt on top. It improves ride quality, addresses surface deterioration such as cracking and ruts, and extends the life of the road

  • Wallbridge Crescent, from Moira Street West to Elmer Street
  • Elgin Street, from Moira Street West to end

Shave and pave involves removing the top layer of asphalt and replacing it with a new layer of hot-mix asphalt. This process improves ride quality, corrects surface issues such as ruts and cracking,

  • Dufferin Avenue, from Dundas Street to Russell Street
  • Southview Avenue, from Herchimer Avenue to end
  • Campbell Street, from Pinnacle Street to Church Street
  • Farley Avenue, from Dundas Street East to end
  • Lambert Drive, from Linton Park Drive to Linton Park Drive
  • Russell Street, from MacDonald Avenue to Stanley Street
  • Jane Street, from Everett Street to Cedar Street
  • Ashley Lane, from Great St. James Street to Station Street
  • Brown Street, from Great St. James Street to Station Street
  • Burell Street, from Great St. James Street to Station Street

Surface treatment includes pulverizing the road back to a gravel state, adding additional gravel and applying an asphalt binder. Surface treatment is a preventive maintenance method used to protect and extend the life of an existing asphalt road.

In 2026 the following roads will be receive Surface Treatment

  • Harmony Road, from Highway 37 to boundary
  • Clearview Road, from Highway 62 to boundary
  • Zion Road, from Old Madoc Road to Willet Road
  • Mitchell Road, from Highway 2 to Airport Road
  • Smith Road, from Highway 62 to municipal boundary

 

Crack sealing involves filling existing cracks in the pavement with a flexible sealing material to prevent water from entering the road structure. It helps slow further deterioration and extend the life of the roadway, but it does not improve ride quality or address underlying structural problems.

Crack sealing was completed on the following roads in 2025: 

  • Palmer Road
  • Bleeker Avenue
  • Chatham Street (Pine Street to Victoria Avenue)

We undertake a road needs study every three years. This study provides extensive data which is used in determining roadway repair needs.

Potholes and Patching

Potholes develop when pavement weakens over time due to traffic, moisture and poor underlying support. They are most common in the spring, when repeated freeze-thaw cycles allow water to enter cracks, expand as it freezes and loosen the pavement surface.

Our team conducts proactive road patrols to identify potholes as quickly as possible. Pothole repairs are completed in accordance with the Minimum Maintenance Standards set out in the Ontario Municipal Act, Regulation 239/02

We develop pothole patching lists based on information we collect during our road patrols as well as requests submitted online through Report an Issue. When you report a pothole or other road concern, please provide the following information:

  • Street name
  • Nearest address
  • Which lane the pothole is in (right lane, left lane)

If you have experienced vehicle damage as a result of a pothole you may file a notice of claim with the City.

Sidewalks and Curbs

We patrol sidewalks and curbs to identify hazardous sidewalk or curb conditions. When a safety issue is found, temporary repairs are completed to make the area safe until a permanent fix can be scheduled.

Identified hazards are prioritized based on safety and condition. Each year, the City also selects specific sidewalk and curb sections for more extensive repairs through an annual construction contract. Locations are chosen based on inspections by City crews, as well as the age and condition of the sidewalk and curb..

Catch Basins

Catch basins are located along streets to collect rainwater and melting snow from roadways and direct it into the stormwater system. Keeping catch basins clear helps prevent roadway flooding.

Residents are encouraged to clear leaves and debris from catch basins near their homes when it is safe to do so. If it is not safe, City crews can assist with clearing the catch basin.
