The City of Belleville delivers municipal programs and services through a governance structure that includes City Council and the administrative organization.
Administrative Structure
City Council provides strategic direction and policy leadership, while the administrative organization—led by the Chief Administrative Officer (CAO)—is responsible for implementing decisions and delivering services to residents.
CAO: Matt MacDonald
Provides overall leadership, coordination and strategic direction for the corporation.
Key Responsibilities:
- Oversees all municipal departments and administrative functions
- Supports Mayor and Council in setting strategic priorities
- Leads corporate planning, performance measurement and reporting
- Coordinates economic development and physician recruitment initiatives
- Provides corporate communications oversight and intergovernmental relations
Director: Marie Doherty
Provides administrative oversight and governance guidance to support efficient and effective service delivery aligned with Council priorities.
Key Responsibilities:
- Provides legislative and administrative support to Council through the Clerk’s Office, including statutory duties and municipal elections
- Enforces municipal by-laws and property standards
- Manages municipal real estate transactions and property services
- Delivers human resources services, including recruitment, labour relations and training
- Oversees parking services
Director/Treasurer: Brandon Ferguson
Provides financial leadership, planning and oversight to support long-term sustainability and accountability.
Key Responsibilities:
- Leads budgeting, financial planning and financial reporting
- Manages revenue billing, collection and corporate payment processing
- Oversees procurement, payroll, banking and investments
- Administers grants and supports corporate asset management
- Supports corporate decision-making, financial systems and business processes
Director: Marc Coyle
Delivers secure, reliable and innovative technology solutions that support City operations and services.
Key Responsibilities:
- Aligns digital strategy with Council priorities and corporate plans
- Leads cybersecurity, privacy and risk management practices
- Delivers technology projects in partnership with departments
- Maintains digital services, applications and core systems
- Provides IT support, training and service desk functions
Engineering and Development Services
Director: Stephen Ashton
Facilitates public infrastructure projects and private development to support community growth.
Key Responsibilities:
- Delivers municipal infrastructure projects and supports growth planning
- Administers building permits, inspections and Ontario Building Code enforcement
- Manages development approvals, including zoning and committee of adjustment processes
- Oversees subdivision development, including design review, agreements and construction
- Leads long-range planning, policy development and community studies
Director/Fire Chief: Dan Smith
Provides fire protection, emergency response and community safety programs.
Key Responsibilities:
- Delivers fire suppression and emergency response services
- Conducts fire inspections, investigations and code enforcement
- Provides public education on fire safety and prevention
- Leads emergency management planning and disaster preparedness
- Supports a composite fire service of full-time and volunteer firefighters
Transportation and Operations Services
Director: Joseph Reid
Maintains municipal infrastructure and delivers essential operational services.
Key Responsibilities:
- Maintains roads, traffic systems and winter operations
- Oversees parks, open spaces, forestry and playgrounds
- Manages fleet services and municipal equipment
- Operates transit services
- Supports City operations and public events
Director: Kari Lambe
Provides accessible, community-focused programs, facilities and cultural services.
Key Responsibilities:
- Delivers recreation programs, aquatics and community services
- Manages cultural services, including archives, museums and heritage sites
- Maintains and operates municipal facilities and buildings
- Oversees facility bookings, rentals and client services
- Manages marina operations and custodial services
Director: Jason Barlow
Manages water, wastewater and stormwater systems to ensure safe, compliant and sustainable operations.
Key Responsibilities:
- Operates and maintains drinking water systems
- Oversees wastewater collection and treatment services
- Manages stormwater infrastructure and drainage systems
- Ensures regulatory compliance and environmental protection
- Administers contracts for sewage treatment operations
