Declaration of Interest Registry

The declaration of interest registry is a public record of financial (pecuniary) interests declared by members of council and local boards.

Under the Municipal Conflict of Interest Act, members must follow ethical rules when participating in meetings. These rules apply when a member has a financial interest in a matter being considered.

When a Declaration is Required

If a member has a financial interest in a matter:

They must declare the interest at the meeting
They must not participate in discussion or voting on that matter
They must file a written statement of disclosure

Section 5.1 of the Act requires a written statement of disclosure after a declaration is made.

How the Registry Works

The City of Belleville maintains a public registry that includes:

A copy of each written statement filed under section 5.1
A record of each declaration noted in meeting minutes under section 6

All declarations are recorded in meeting minutes by the city clerk or committee secretary.

The registry is maintained by the municipality and updated regularly on this website for public inspection. The registry helps ensure:

Transparency in decision-making
Accountability of elected officials
Public access to information about potential conflicts of interest
