Proclamations, Flag Raising and Lighting Requests

Proclamations, lighting and flag raising requests can be requested through the Mayor's Office to: 

  • Recognize a community event, organization or achievement
  • Raise awareness for a cause or campaign
  • Request lighting of a city landmark
  • Request a community flag raising

Please Note: Requests must be submitted at least three months in advance and in accordance with the Proclamation, Lighting & Community Flag Raising Policy to recognize a particular event, day, week or month.

Types of Requests

A proclamation is an official declaration issued by the City of Belleville to recognize significant events, causes, or community achievements. Proclamations highlight special occasions or important issues and serve to promote public awareness and education. 

All proclamation requests must be submitted to the Mayor’s Office for initial review. Requests are then processed and, if approved, presented at a Belleville City Council meeting and subsequently posted to this page. Please note that proclamations may not be not read verbatim at Council meetings.

A proclamation does not constitute a personal or civic endorsement by the City of Belleville.

Lighting requests are approved on a first-come, first-served basis, but City events requiring specific lighting take priority. 

For week- or month-long proclamations, lighting will occur on the first day of the proclaimed period unless otherwise specified. Approved lighting will run from dusk to dawn for seven consecutive days.

Eligible monuments include the Belleville sign, Fire Station #1 Monument and the Bridge Street Bridge. The City will determine which location(s) will be illuminated by each request.

No lighting request will be approved unless a proclamation is issued in accordance with the Proclamation, Lighting & Community Flag Raising Policy.

Community flag raising requests are approved on a first-come, first-served basis, with City of Belleville events taking precedence.

Flag raisings take place on the ceremonial flagpole at the Quinte Sports and Wellness Centre during regular business days, and approved flags will be displayed for a period of one month. Community flag raisings are conducted annually from April through November.

No flag raisings will be approved unless a proclamation is issued in accordance with the Proclamation, Lighting & Community Flag Raising Policy.

Approval Process

  1. Submit your request form at least three months in advance
  2. The mayor’s office reviews your request
  3. If approved:
    • A proclamation is issued
    • Lighting or flag raising is scheduled (if requested)
    • The proclamation is presented to council and published online
