Recruitment Process

Here’s what to expect at each stage of the hiring process.

  1. Click the title of the job you are interested in, which will redirect the page to the job posting and application section.
  2. Complete the application which appears on the right side of the screen (based on a computer screen, those using mobile devices may have a slightly different view).
    • You will be required to upload your resume. If you are including a cover letter in your application, please ensure they are in one document. 
      • Resume support may be available through community agencies. Please visit Work in Quinte for more information or support services. Please note that these services are not affiliated with the Human Resources Department at the City of Belleville. 
    • You will be required to complete the application questions that are specific to each job posting.
  3. Make sure to fully complete and submit your application in accordance with the closing date and time noted in the job posting. 
  4. Check your email – you should receive an application acknowledgement email from us (remember to check your junk folder as well). If you did not receive an acknowledgement email, contact us at careers@belleville.ca or 613-967-3272 ahead of the job posting deadline.

Temporary Positions (Including Casual and Student Positions)

If you have previously worked with us in a temporary position and wish to return, you must re-apply for a new open position by submitting an online application. Even if you have kept contact with your past supervisor, you must formally apply to be considered for a current position.

All applications are carefully reviewed by the hiring panel for each position. We appreciate the time and interest of everyone who applies; however, only candidates selected to move forward in the recruitment process will be contacted.

A member of the hiring panel will be in touch to arrange the next steps in the recruitment process, which may include an interview and/or candidate testing, depending on the requirements of the position. Some recruitments may also involve multiple rounds of interviews as part of the selection process.

The City of Belleville uses behavioural-based interviewing to better understand a candidate’s technical knowledge, experience and approach to workplace situations. Interview questions are designed around key competencies (such as technical knowledge, communication, decision-making and judgment, client orientation or problem-solving) to help objectively assess how past behaviours and experiences may support future success in the role. Candidates may be asked to provide specific examples of situations where they demonstrated particular skills or behaviours using the S.T.A.R. method (Situation, Task, Action and Result).

Depending on the job competition, candidates may also be required to participate in testing or assessments (such as Microsoft Office, Excel, driver testing, customer service simulations or other job-related evaluations). These assessments provide the hiring team with additional information to support the selection process and are directly related to the requirements of the position.

We understand that attending an in-person interview may not always be possible and, where feasible, we will accommodate requests for virtual interviews.

Successful candidates are required to provide a minimum of two (2) satisfactory employment-related references. References will be collected from candidates during the interview/testing stage.

An offer of employment is the next step following the completion of employment references.

A verbal offer will be issued by a member of the hiring panel and then a formal written offer of employment will be issued by Human Resources.

Your written offer of employment will include start date, hourly rate of pay/salary, vacation, benefits and pension entitlements, work arrangement (i.e. hybrid, on-site) and conditions of employment.

Conditions of employment specific to each position are outlined in the job posting and offer of employment. Depending on the role, this may include ongoing requirements to maintain certifications, licences, registrations or other qualifications relevant to the position.

Police Record Checks

All successful candidates, who are 18 years or older, are required to provide a satisfactory Criminal Record Check or Criminal Record Check with Vulnerable Sector Screening, before commencing work at the City. Criminal Record Checks do not need to be submitted until an offer of employment has been issued. Police Record Checks are required to be obtained at the cost of the employee.  

Work Eligibility

All successful candidates must be legally entitled to work in Canada (e.g. Canadian citizenship, permanent residency in Canada or work permit issued by Immigration, Refugees and Citizenship Canada).

The City of Belleville is a member of the OMERS Pension Plan. 

Employees hired into permanent full-time positions have mandatory enrollment in the plan and employees are enrolled from their first day of work (some exceptions may apply, please speak with a member of the Human Resources Team for further information at hrgeneral@belleville.ca or 613-967-3272).

Employees who are hired into all other positions statuses (e.g. permanent part time, temporary full time/casuals and temporary part time) are eligible to enrol in the pension program. This membership is not required, but contributions are matched by the City if an employee chooses to enrol. Once an employee is enrolled, their enrollment must continue for the duration of their employment with the City.

The City provides a comprehensive benefits package to employees within applicable positions, and in alignment with applicable Collective Agreements. Permanent employees at the City of Belleville are provided with vacation entitlements in alignment with the applicable vacation schedule and/or Collective Agreement.

Temporary employees at the City of Belleville are paid vacation pay, in lieu of vacation days. The percentage of vacation pay is in accordance with applicable Collective Agreements and the Employment Standards Act. 

Recurring Opportunities

The City of Belleville regularly recruits for a variety of positions. Please check out current opportunities for active job postings. Below are some details related to our recurring opportunities.

Year-round student opportunities are available on an as-needed basis at the Quinte Sports and Wellness Centre. Positions may include lifeguards, swim instructors, skating monitors, facility attendants and more. These roles are a great way to gain valuable work experience while supporting recreation programs and services in the community.

Summer student opportunities are also available across a variety of City departments. Recruitment for summer positions typically begins in December, so be sure to watch for postings annually. Summer student postings will include tentative timelines outlining anticipated next steps in the recruitment process.

Casual positions exist in a variety of our departments. Under our CUPE Collective Agreement, casual employees can work a maximum of 200 days in a 12-month period. For many of our casual opportunities (e.g. winter and outdoor operations, water services, property and facilities, etc.) employees are guaranteed up to 40 hours per week, plus overtime as applicable.

Postings for our casual opportunities happens throughout the year. All available opportunities are posted on our website. Posting times are approximately December to March for many spring to fall opportunities, and August to September for fall to spring opportunities.

Crossing Guards play an important role in helping keep our community safe. This position is perfect for friendly, dependable individuals who enjoy working outdoors and interacting with children, families and the public. We recruit Crossing Guards on an as-needed basis for temporary part time opportunities throughout the school year. Hours of work vary depending on the crossing location and school needs, and typically align with before school, lunch periods and after school times.

Volunteer firefighters have an important role in protecting and supporting our community. These paid on-call positions offer a unique opportunity to serve the community, respond to emergencies and be part of a dedicated team environment. The City of Belleville is proud to provide public transit services to our community and regularly recruits for Bus Operators. This role is ideal for individuals who enjoy working with the public and providing excellent customer service. A valid Ontario Class CZ driver’s licence and satisfactory driver’s abstract are required for this position. Bus Operators may be hired as casual (temporary up to 40 hours per week) and permanent full time.
