Property Assessments

Property assessments determine the value used to calculate your property taxes. Assessments are completed by the Municipal Property Assessment Corporation (MPAC), not the City of Belleville.

Assessment Roll

The City maintains an Assessment Roll that lists all properties in Belleville, including:

  • Property owner and, where applicable, tenant names
  • Mailing address
  • Assessed value
  • School support designation for taxation purposes

Residents may visit City Hall to view property information, in accordance with provincial legislation and MPAC guidelines.

Current Value Assessment

Under the Assessment Act, your property’s assessed value is based on its estimated market value as of Jan. 1, 2016. This valuation date applies to the 2017 to 2025 taxation years.

Annualized Assessment

The Assessment Roll reflects updates made throughout the year, including:

  • Additions or deletions
  • Assessment Review Board decisions
  • Minutes of settlement

Because of these in-year changes, annualized assessment values may differ from the taxes shown on your 2025 final property tax bill.

Requesting a Review or Filing an Appeal

If you believe your property assessment is incorrect, you must contact MPAC directly.

Property owners can:

  • Request a reconsideration of their assessment
  • File an appeal through the Assessment Review Board
