Tax Adjustments

The City of Belleville provides property tax relief programs under the Municipal Act for eligible property owners. These programs are for specific circumstances and must be applied for each year.

Tax Reductions, Cancellations or Refunds

Property owners may apply for a tax reduction, cancellation, or refund under Section 357 or Section 358 of the Municipal Act if they meet certain criteria:

Section 357: Applies when a property’s assessed value decreased during the year due to:

  • Damage or destruction of the property
  • Demolition
  • Vacancy
  • Assessment errors

Section 358: Applies when the tax roll was returned too late for the City to issue a tax bill.

Applications for these adjustments for a given taxation year must be received by the last day of February of the following year.

Assessment Review Board (ARB) Appeals

If you believe your property is incorrectly assessed or classified, you may appeal to the Assessment Review Board (ARB).

  • Applications related to tax relief under Section 357(1)(d.1) for sickness or extreme financial hardship are delegated to the ARB.
  • Supporting documentation (income, medical, or other evidence) may be required depending on the basis of the appeal.

The City will forward your application to the ARB for review.
