Property taxes are made up of two parts:
- Municipal tax – goes to the City of Belleville to pay for local services.
- Education tax – collected by the City but sent to the local school boards.
Municipal Taxes
The City calculates its tax rate based on:
- The net annual budget approved by City Council.
- The total assessed value of properties in the City for the year, provided by MPAC (Municipal Property Assessment Corporation).
Revenue from provincial grants, user fees, and other sources is subtracted from total costs to determine how much needs to be raised from property taxes.
Education Taxes
The Province of Ontario sets the education tax rate for each type of property. For 2025, the City will collect and forward $20 million to local school boards.
Property Classes
Tax rates are set for different property classes. These include:
- Residential
- Multi-residential
- Commercial
- Industrial
- Pipeline
- Farmland
- Managed forest
Each property class is taxed at a rate that is expressed as a percentage of the residential rate.
Service Area Rating
Belleville has five different tax rate tables, based on where properties are located. This system is called service area rating. It ensures that taxpayers pay for the services they actually receive. Some areas may pay more or less depending on the cost of services in that area.

Commercial and Industrial Vacant and Excess Land
City Council has removed the tax reductions previously applied to:
- Commercial vacant and excess land (30% reduction)
- Industrial vacant and excess land (35% reduction)
These properties are now taxed at the full applicable rate.
