Service Connections

Property owners who do not currently have municipal water and/or sanitary sewer service may apply to connect to available services. Both water and sanitary sewer connections must be made where those services exist.

Types of Connection Requests

Service Connections: Property owners who do not currently have municipal water and/or sanitary sewer service to an existing structure may apply to connect to available services. Both water and sanitary sewer connections must be made where those services exist.

Service Extensions: If municipal water or sanitary sewer is not currently available at your property, you may apply for an extension of services within the urban service area.

Connection Process

  1. To request a connection, the property owner must complete and submit the Application for Connection to Municipal Water and/or Sanitary Sewer Works.
  2. Applications are reviewed to determine service availability and feasibility.
  3. If connection is not feasible, the City will reach out to inform the property owner that connection is not feasible at this time and provide the reason why. 
  4. If connection is feasible, the City will reach out to the property owner with the required Service Connection Agreement and applicable fee amounts. 
  5. Once the Connection Agreement has been signed by the property owner and returned to the City, the Agreement will be added to a Council Agenda for approval. 
  6. When Council has approved the Agreement, the property owner will receive an invoice for the applicable fees. 
  7. Once payment has been received, the property owner must apply complete and submit the Application for a Permit to Construct or Demolish
  8. Property owners are responsible for hiring a licensed contractor to complete the physical service connections between the municipal main and their building.
  9. If work is required within the road right-of-way, a Road Occupancy Permit will also need to be applied for, prior to construction commencing. 
  10. All inspections required under the Building Permit Process must be completed. 
  11. Once the private service connection is complete and the building permit closed, the property owner must contact Water Customer Service to finalize your service setup and have water and wastewater charges added to your utility bill.

Connection Fees

Before a connection is completed, property owners must enter into an agreement with the City. The agreement outlines the connection charges required under City by‑law.

Residential water and wastewater connection charges apply as set out in the applicable by‑law and may be indexed annually.

Fees vary by property type and must be paid through the City’s Finance Department before a connection can proceed.

Important Notes

Existing private septic systems must be decommissioned when a property connects to the sanitary sewer.

Wells must be properly disconnected from buildings when municipal water service is installed.
