What is Growth Management?

Growth management is long-term planning that balances:

  • Housing and residential development;
  • Employment and economic growth;
  • Transportation and infrastructure;
  • Heritage and cultural conservation;
  • Environmental sustainability;
  • Community services and amenities;
  • Fiscal responsibility

Regional Growth Study

The municipalities of Prince Edward County (PEC), City of Belleville, Quinte West and Hastings County prepared a regional growth analysis. This report provides a comprehensive assessment of long-term population, housing and employment growth for the PEC/Hastings regional area. The study also reviewed long-term demographic and economic trends within the context of the larger Kingston-Pembroke economic region, eastern Ontario and the province as a whole.

City of Belleville Growth Forecasts

Since the City’s 2019 Comprehensive Review (C.R.), several key factors have made it necessary to revisit Belleville’s long-term growth potential.

The City of Belleville retained Watson & Associates Economists Ltd. (Watson) in the summer of 2022 to update its assessment of long-term population, housing, and employment growth to the year 2051.

Employment Lands Reports

The City of Belleville undertook an assessment of the city’s employment area land needs and corresponding target sector exercise for the Northeast Employment Area in the city of Belleville. This strategy allowed for the understanding of the amount of lands required, the phasing of development, types of employment sectors and supportive uses that would be attracted to the city's employment area. 

Where Growth Will Happen

  • Urban Area: Most new homes and businesses will be built in areas that already have services.
  • Rural Area: The hamlets of Foxboro, Plainfield, Latta, Roslin, Halloway and Point Anne will continue to be the main areas for growth outside the city.

About the Growth Management Strategy

Growth in the city will be accommodated by:

  • Making the best use of land that already has connections to municipal services;
  • Adding new infill development within existing neighbourhoods, where appropriate;
  • Encouraging a diverse mix of housing types and densities to meet the needs of all residents;
  • Extending or improving municipal services where needed; and 
  • Supporting a multi-modal transportation network that connects residents to jobs and services.

Planning for growth also includes:

  • Developing ten-year capital plans to fix and improve infrastructure;
  • Ensuring that there are appropriate lands for a diverse range of employment opportunities;
  • Promoting sustainable growth by balancing the economy, environment, quality of life and community culture;
  • Protecting agricultural lands and natural heritage systems; and
  • Ensuring growth is fiscally sustainable by aligning development with long-term financial planning and asset management.

What This Means for Residents

  • Better Planning for Services: Roads, transit, water, and sewers will be expanded and maintained to support new growth.
  • More Housing Options: The City will provide a mix of housing types to meet the needs of families, seniors, and young adults.
  • Stronger Local Economy: More jobs and opportunities will be available locally, reducing the need to commute.
  • Sustainable Community: Growth will be managed in a way that protects Belleville’s environment, culture, and character.
