Zoning and Official Plan Amendments

Revised Proposal (April 2026):

The subject land is approximately 35.4 hectares in size, which contains environmentally sensitive features, such as wetlands, floodplains, and woodlands. A residential subdivision is proposed for 103 low to medium density residential units along with three (3) new public parks. The proposed development would comply with all applicable regulations of Quinte Conservation, which include but are not limited to maintaining a 30-metre setback from wetlands and having no development in the floodplains.

To facilitate the development of the proposed subdivision, this zoning by-law amendment proposes to rezone the subject land from the Development Control (DC) Zone to:

  • Residential Type 2 (R2-X) Zone with special provisions for minimum lot area, lot frontage and side yard widths for a total of approximately 5.91 hectares of land;
  • Open Space (OS) Zone for a total of approximately 1.14 hectares of land where three (3) parks, the stormwater management pond, and two (2) walkways are proposed; and
  • Environmental Protection (EP) Zone for approximately 15.96 hectares of land that would remain undeveloped.

The Official Plan designations of the subject land are Residential Land Use, Environmental Protection, and Rural Land Use. The land subject to this application is within the Residential Land Use designation.

The City of Belleville is undertaking an Official Plan Review to update the City’s current Official Plan which was adopted by Council in 2021 and approved by the Province in 2023. The Province has made numerous changes to provincial legislation in recent years and issued a new Provincial Planning Statement in 2024. Proposal:

The Official Plan Amendment proposes to introduce a comprehensive Secondary Plan for the subject lands, establishing an over-arching policy framework to guide the development of land uses authorized under the Minister’s Zoning Order (O/Reg. 495/22) issued by the Minister of Municipal Affairs and Housing on October 14, 2022 (the “MZO”). In addition, the application includes a Zoning By-law Amendment as a housekeeping measure to rezone several small parcels of land that were previously excluded from the MZO, ensuring consistency in permitted land uses. Together, the proposed amendments are intended to facilitate the development of a master-planned golf resort community on the Subject Lands, which would include up to 3,049 residential units, resort accommodations, a variety of supporting commercial and recreational uses, as well as open space and parkland areas featuring multi-use trails. Additionally, a Draft Plan of Subdivision application for Phase 1, located on the southern portion of the Subject Lands, has been submitted to the City. The proposed Draft Plan includes 39 blocks for detached residential; 8 blocks for multiple-attached residential; 1 block for other residential; and 5 blocks for mixed-use.  While this application is currently under review by the City and partner agencies, it is not part of the public meeting process pursuant to the provisions of the Planning Act.

Black Bear Ridge Master Servicing Study:

J.L. Richards was retained by the City of Belleville, under the terms of a cost recovery agreement with Black Bear Ridge, to undertake a Master Servicing Study of the Black Bear Ridge Development.

The purpose of this study was to update existing servicing studies, to assess the servicing needs and impact of the development on existing municipal infrastructure. Black Bear Ridge received a Minister’s Zoning Order (MZO) in 2022 for up to 3,049 residential units along with a mix of non-residential development.

Financial Impact Assessment and Strategy

A next step to the Master Servicing Study, Watson Economists will be undertaking a Fiscal Impact Assessment and Financial Strategy to assess the overall fiscal impact of the proposed Black Bear Ridge development, as well as any potential impact on development charges.

This work will be ongoing through the planning application review process.

Proposal:

Approximately 8.43 hectares of the west side of the property is proposed to be developed as 160 dwelling units, including fifty-nine (59) one-unit detached dwellings, thirty (30) one-unit semi-detached dwellings, and seventy-one (71) one-unit townhouse dwellings.

To facilitate this development, the Zoning By-law Amendment application proposes to rezone a portion of the subject land from the Development Control (DC) Zone to Residential Type 2 (R2-X) Zone with special provisions for the minimum lot area per dwelling unit, maximum lot coverage and minimum landscaped area; to Residential Type 2 (R2-X-H) Zone with the same special provisions and a Holding Symbol regarding servicing capacity; and to a parkland block sized 0.5 hectare as Open Space (OS) Zone.
