Development Charges
Development charges are fees levied on new development to fund the cost of increased municipal services and infrastructure such as sidewalks, sewers, roads, and water mains, resulting from new development. These charges are based on a Background Study prepared in accordance with the Development Charges Act (Development Charges Act).
Within the City of Belleville there are two development charges. There is a city-wide development charge that applies to all lands within the City. In addition, there is an area-specific development charge that apply to specific lands in the Stanley Park Area.

Development Charge Background Study | ||
The City of Belleville currently imposes development charges under By-law 2021-201, with an effective date of January 26, 2022. By-law 2021-201 was approved as a five year Development Charge By-law with a phased in increase on and the effective date and a further increase on June 1, 2022.
These charges are based on the background study prepared pursuant to the requirements of the Development Charges Act 1997 (D.C.A) (s.10), and accordingly, recommends new Development Charges (D.C.'s) and policies for the City of Belleville. The Parks and Recreation Master Plan is well underway and has identified several projects to meet increased service needs attributable to new development. The Infrastructure Phasing Strategy has been completed and provides a comprehensive list of water and wastewater infrastructure projects that will need to be completed in order to provide servicing to 36 sub-development areas within the City’s urban boundary. Furthermore, the City has continued to engage with development industry stakeholders on several occasions from January 2021 to September 2021. A new 2021 D.C. Statement of the Treasurer | ||
The Development Charges Act requires the Treasurer of the municipality to annually provide City Council a statement about each Reserve Fund established under the Act. The statement reflects the opening and closing balances of each year, the current year's distribution of the DC proceeds, any financing transfers and the interest earned on the fund.
