Development Charges
Development charges are fees levied on new development to fund the cost of increased municipal services and infrastructure such as sidewalks, sewers, roads, and water mains, resulting from new development. These charges are based on a Background Study prepared in accordance with the Development Charges Act (Development Charges Act).
Within the City of Belleville there are two development charges. There is a city-wide development charge that applies to all lands within the City. In addition, there is an area-specific development charge that apply to specific lands in the Stanley Park area.
A development charge is payable for a development upon a building permit being issued, however some deferral arrangements are available through the Development Charges Act.
Development charge deferrals available include;
- Rental housing (that is for-profit), and institutional development
Payable in 6 instalments beginning from the date of issuance of an occupancy permit or occupancy of the building, whichever is earlier
- Non-profit housing development
Payable in 20 instalments beginning from the date of issuance of an occupancy permit or occupancy of the building, whichever is earlier
