Loyalist (West) Secondary Plan Update |
The Loyalist (West) Secondary Plan provides the framework for the current and future development of the Loyalist (West) Secondary Plan area which encompasses approximately 950 hectares of land located east of Wallbridge Loyalist Road, south of Highway 401 and north of the Bay of Quinte. The second Public Information Centre (PIC) was held on Thursday, September 22, 2022 from 5:00 P.M. to 7:00 P.M. at Loyalist College. Bell Boulevard and North Front Street Corridor Study |
The goal of the Corridor Study is to understand the specific needs and opportunities in the study area and give the City direction with its current and future development as a mixed use corridor. This direction will contribute to the overall planning vision for the City and will help Belleville make well-informed decisions related to the future of the Bell Boulevard and North Front Street Corridor. Accessory Dwelling Units Update |
The City of Belleville is undertaking an update to the City’s Zoning By-laws to reflect provincial legislation changes introduced through Bill 23: More Homes Built Faster Act, and will hold two in-person Public Information Centres. Please join us to discuss and provide your feedback on the draft Zoning By-law provisions. Feedback received will help the project team solidify the proposed provisions, which will be presented to Belleville City Council at an upcoming Council meeting. WHAT: Two Public Information Centres for the Accessory Dwelling Units Update To help accommodate the public’s attendance while respecting social distancing protocols, project staff will be hosting two sessions and attendance will be limited to five members of the public in the meeting room at one time. There will be no formal presentations, allowing members of the public to attend at any time during the hours noted for either of the sessions to view the display materials, review the proposed provisions and ask staff questions. Additional comments will be accepted until April 3, 2023. Comments are welcomed by phone, mail, or email. Traffic Calming Pilot Project - Yeomans Street |
About the ProjectThe purpose of the Traffic Calming Pilot Project is to provide an opportunity to gather data regarding traffic calming methods and their effect on traffic within the City of Belleville. Project HistoryIn 2020 City Council adopted a Traffic Calming Policy and approved a Traffic Calming Pilot project the following year. In accordance with the Traffic Calming Policy, City staff invited the public to submit requests for which streets staff should review to apply/add traffic calming to. Of the 108 requests submitted, 19 roadways qualified for consideration of Traffic Calming. The Transportation Committee selected four of these streets to be considered for further review, Charles Street, Foster Avenue, Village Drive and Yeomans Street. The data collected from the previously mentioned streets showed that Village Drive is the only street of the four that qualify for further review of Traffic Calming under the current policy. Upon further investigation, the Transportation Committee and Council decided to proceed with a modified procedure and install temporary rubber speed humps along Yeomans Street between Moira Street and Catharine Street. These speed humps would be installed in August 2023 and be removed by November 1, 2023. This would provide nine to eleven (9-11) weeks of data collection as well as a range of traffic patterns, for summer holidays as well as during the school year. Staff will also record and collect all complaints/comments with regards to this trial to have a thorough collection of effectiveness for speed humps within the City of Belleville. This trial project would assist staff with amending the Traffic Calming Policy to provide supporting data for the evaluation criteria adjustments. Construction ImpactsEfforts will be made to ensure there is minimal impact to local residences; however, there may be temporary lane closures and temporary impacts to driveways. Driveway impacts will be communicated to individual residents by the contractor. Your patience in this matter is appreciated. On-Street Parking ImpactsStreet parking is governed under the City’s Traffic By-Law, 12967. Currently, the By-Law notes that street parking is prohibited on both sides of the street. It is proposed that parking shall remain prohibited at all times along both sides of the street in order to create space for Traffic Calming design options. The CostThe project budget for this project is $100,000. The Project ScheduleCity Council has approved construction funding for this project to proceed in 2023. Northeast Industrial Park Expansion |
The City of Belleville has retained T.Y.Lin to complete the Municipal Class Environmental Assessment (MCEA) for the Northeast Industrial Park Expansion. The expansion of the existing road network and municipal servicing for the Northeast Industrial Park is being undertaken to meet the growing manufacturing base in the City of Belleville. A public information centre will be held to provide information about the project and gather stakeholder feedback.
