In 2010, the City adopted the Loyalist Secondary Plan as the framework for the current and future development of the Loyalist (West) Secondary Plan Area. The current Plan was adopted in conformity with the 2002 City Official Plan (O.P.). Since that time, there have been several updates to guiding legislation and overarching policies (i.e.,Provincial Policy Statement, or P.P.S.), which have been captured in the new O.P., adopted by City Council in November 2021.
The update to the Plan is an important next step in planning for the future of the City. The area-specific policies for the Plan will be reviewed to confirm whether they are in conformity with the most recent O.P. update, and public consultation will be conducted to determine whether the specific needs and opportunities of those who live and work in the area have changed since the adoption of the Plan in 2010.
In addition to being updated to be in conformity with the O.P., the update to the Loyalist (West) Secondary Plan Update will integrate the outcomes from a number of other studies and plans that the City has recently undertaken, such as the Infrastructure Phasing Strategy and the Parkland, and Recreation Master Plan.
A Corridor Study of Bell Boulevard and North Front Street is also planned to be undertaken concurrently. As a segment of Bell Boulevard falls within the study area, the relevant outcomes of the Corridor Study are to be integrated into the updated LSP.

Scope of the Study |
The scope of work is anticipated to be completed in four phases.
Phase 1 – Project commencement and background reviewCity Staff will meet with the consultant to confirm the study area and provide data or relevant background information for the Study area. Phase 2 – Inventory of existing conditionsThe consultants will review the current conditions of the Study area by reviewing the data provided and conducting a site visit of the area in order to summarize their findings regarding the area. Phase 3 – Land Use ConceptThe consultants will review the anticipated future conditions for the study area and receive feedback from the public through a public engagement where they will present the findings from Phase 1 and 2. A preliminary land use concept will be prepared for the study area, and will be presented to the public for feedback. Phase 4 – Strategic FrameworkRefinements to the preliminary land use concept will be undertaken. Once the changes to the land use concept have been agreed upon by the City, the consultant will complete a comprehensive Secondary Plan Background Study. A public engagement will be held to provide the background on the LSP update and present the Draft Official Plan Amendment (OPA) will be presented to the public for feedback. The Secondary Plan Background Study will be finalized and issued to the public and City Council, after making any necessary changes. |
