The wastewater that goes down the drains in our homes, public buildings and commercial facilities travels through the City's sanitary sewer system to the Water Pollution Control Plant. At the plant, the wastewater goes through an extensive treatment process. The treated wastewater is then returned to the Bay of Quinte, while the biosolids are used as fertilizer for agricultural purposes.
A storm sewer is a pipeline designed to direct stormwater to either a stormwater management pond, or to a receiving stream or body of water.

Protecting our sewers
The sewer use by-law limits what you can put down our sanitary sewers and storm sewers. Keeping harmful items out of our sanitary sewers will help to prevent sewer blockages, minimize treatment costs at the Water Pollution Control Plant and protect the Bay of Quinte.
You own the sewer pipe that runs from your home to your property line. A sewer blockage can be expensive to repair and is the homeowner's responsibility in many cases. To reduce your chances of a sewer blockage, never use the toilet or drain to get rid of these items:
- Disinfectant wipes
- Dental floss
- Rags
- Tampons, applicators or sanitary napkins
- Disposable diapers and wipes
- Cosmetics
- Cotton swabs
- Food scraps
- Fat, grease or cooking oils
- Condoms
- Cigarette butts
Participating pharmacies will take back unwanted medications and medical sharps for safe disposal. Hazardous waste can be dropped off at the Hazardous & Electronic Waste Depot, operated by Quinte Waste Solutions, at 75 Wallbridge Cres.
Wastewater Performance Reporting
The Ministry of the Environment, Conservation and Parks modernized its approach to the Environmental Compliance Approval application process, creating the Consolidated Linear Infrastructure Environmental Compliance Approval. The reports below meet the requirements of this new process.
The annual reports describe the City of Belleville’s linear wastewater collection system (sanitary sewer pipes) and pumping stations and summarize the operational performance of the system.

Wastewater Financial Plan
In 2010, the City became an accredited water operating authority and received Municipal Drinking Water Licenses for both the Belleville and Point Anne Hamlet drinking water systems. To renew these licenses, the City must develop and submit a Water Financial Plan that meets the requirements of O. Reg. 453/07. The City’s most recent Water Financial Plan was completed in 2025.
While the Province does not require a Wastewater Financial Plan, City staff developed the first iteration in 2025. This Wastewater Financial Plan is consistent with the annual wastewater rate model presented to Council, the City’s Asset Management Plan, and the 10-Year Capital Plan. This document provides a valuable framework for assessing the financial health of the City’s wastewater system.
