Water and Wastewater Rates: General Information
User rates are collected in accordance with the procedures established in By-law 2020-2037, and rates established annually as per Council to fund the operating and capital costs of the water and wastewater systems.
Residential customers are billed bi-monthly and industrial/commercial customers are billed monthly. Your service bill includes fixed and metered charges. The fixed charge is constant on each bill, whereas the total metered charge will vary based on how much water you use.

The residential wastewater surcharge is 104.3% of the water consumption and service charges. For general service accounts, the wastewater surcharge is 104.3% on the first 22,730 cubic metres of water consumption and service charges, and 60% on consumption exceeding 22,730 cubic metres. |

The City of Belleville recognizes that accidental high-water bills may occur for a variety of reasons, such as a leak in plumbing from toilets, faucets and more. The City’s Water Leak Forgiveness Adjustment Policy provides metered water customers an opportunity to request financial relief in the form of a credit for abnormally high and unintentional (due to exceptional and unexpected circumstances) water bill charges resulting from undetected leaks in their plumbing system, provided such leak has been repaired. Home Hemodialysis Utility Grant |

Although the City of Belleville does not provide a utility grant for home hemodialysis, we want to ensure residents are aware of the support available through provincial programs. The Home Hemodialysis Utility Grant, offered by the Ontario Renal Network and its Regional Renal Program partners, helps offset the additional electricity and water costs associated with receiving hemodialysis treatment at home. This grant is part of the Home First Strategy and is funded by the Government of Ontario. | How can I detect a leak? |
|
A leaking toilet can waste a significant amount of water in a short time and is common cause of a high water bill. There are two easy tests to check if your toilet is leaking:
If you suspect there is a hidden leak, check all your indoor and outdoor taps regularly. Take a reading from the water meter after the last person has used water for the night and again in the morning. If no water is used overnight and the reading has changed, then you have a water leak.

Water Meters

Water meters are the property of the City of Belleville and are installed by City service staff. There is no charge for the meter or installation. Most meters installed are 5/8 inches, which is normally installed where the water supply enters the building. You may be contacted by Belleville Water staff if your meter is needing replacement due to age or if a read can no longer be obtained. It is your responsibility to ensure enough heat is in the meter location to avoid damage to the meter. If a meter requires replacement due to damage from neglect, a fee will apply in accordance with the Municipal Rates & Fees By-law.
