City of Belleville By-Law No. 2019-183 has established Connection Fees payable by property owners prior to connecting to municipal water and sanitary sewer systems.
Under the by-law, connection to both municipal water and sanitary sewer are required where both exist.

The City of Belleville has a policy that allows for residents to request for an extension of municipal water and/or sanitary sewer if they are not currently available in their area. The property must fall within the urban service area to be considered. AgreementWhere water and/or sanitary sewer is available to connect you will be required to enter into an Agreement prior to being connected. An Agreement will be prepared to be executed by the property owner and the City. The Agreement will include all provisions of By-Law 2019-183 and other such matters as Council may require. The Agreement will outline the connection charges for your property. Two hard copies will be prepared for your signature and the Agreement will go before Council. One copy of the agreement will be returned to you after being executed by the City. Payment of Connection ChargesConnection charges are payable through the City Finance Department. Under the Connection Charges By-Law 2019-183, the 2023 connection charges for property owners to pay before connecting to municipal services are:
Note: City-Wide Connection Charges are subject to annual indexing under the By-Law. Private Service ConnectionsProperty owners are responsible to complete the physical service connections and must hire a private Contractor to bring the service from the water main or sanitary sewer to buildings on their property under a Building Permit. The full cost of the water and/or sewer service pipe from the main to the building is paid by the property owner. City Building and Belleville Water inspectors will inspect the service installation from the road right-of-way into the building(s). Note existing septic systems must be decommissioned upon connection to municipal sanitary sewers under the Ontario Building Code. Also under the by-law, the existing well water system must be disconnected from the building(s) on the Lot. The process and paperwork required for private service connections is as noted below:
