In July, the City of Belleville’s recycling program will be managed by Circular Materials, a national not-for-profit organization that is committed to building an efficient and effective recycling system in Ontario.
This change is part of Ontario’s transition to extended producer responsibility that shifts the financial and operational responsibility of blue box recycling programs to producers – those that produce and supply blue box materials to residents.
Changes to Your Curbside Collection Day
Due to the transition, the day of the week your recycling, garbage and organics are collected may change.
Currently, some residents have a different collection day for garbage/organics and recycling. After the transition, everyone will have a single curbside collection day for recycling, garbage and organics.

Household Hazardous Waste
The household hazardous waste depot at 75 Wallbridge Cres. will continue to be operated by Quinte Waste Solutions until the end of 2025. In 2026, a new contractor will operate the depot. There will be no change to the services that are currently provided and the depot will remain in the same location.
Reporting Issues
Currently, residents can call our operations centre at 613-967-3275 or use our Report an Issue form to report problems with recycling collection.
Starting July 21, residents should contact E360 Solutions at customerservice-eastont@e360s.ca or 613-392-7107 to report problems with recycling collection such as missed collection, damaged bins, or other recycling questions. E360 is contracted by Circular Materials for recycling collection.

Why are these changes happening? |
In 2019, the Government of Ontario passed new Blue Box regulations that would transition the responsibility of recycling from municipalities to companies that produce recyclable materials. Why is my collection day changing? |
With the transition to producer responsibility recycling, we are able to align recycling collection with garbage and organics collection. This means that all residents will have a single curbside collection day for recycling, garbage and organics. For this reason, many residents will have a new curbside collection day. |
Are there any changes to what I can/can’t put in my blue bins? |
There will be no changes to what you can and can’t put in your blue bins for the time being. |
Do I still have to sort my recycling? |
Yes, you must continue to sort your recycling. There are no changes to how you should sort your recycling. |
